Revitalisation Measures at Boat Quay Historic District, Upper Circular Road Area and Clarke Quay Conservation Area

The government has introduced a one-year pilot, beginning 18 August 2025, featuring the following key initiatives to enhance vibrancy and support nightlife businesses in the precincts:

 

1. New Change-of-Use Applications

  • –   New bars, pubs, and nightclubs along Boat Quay Waterfront, Circular Road, Lorong Telok, and Canton Street may apply for temporary permissions (up to 3 years).
  • –   Singapore River One (SRO) will support these venues with coordinated security patrols.
  •  

2. Extended Liquor Trading Hours

  • –   Liquor licensees with valid planning permissions in the designated areas can apply to serve alcohol until 4 a.m. on Thursday and Friday nights—beyond the usual time limits.
 

3. Resumption of Road Closures

  • –   Circular Road will again be closed on Friday and Saturday evenings, as well as on the eve of public holidays, to enable pedestrian-friendly activations and lively events.

These efforts are part of a broader strategy led by the Inter-Ministerial Committee on Pro-Enterprise Rules Review to inject energy into the city centre while reducing compliance burdens for businesses.
