Supporting the Transition After WP(PA) Scheme Discontinuation

SNBA provides input on the transition timeline and supports operators seeking appeal.

The Ministry of Manpower (MOM) has recently announced that the Work Permit (Performing Artiste) scheme will cease from 1 June 2026. This move follows longstanding concerns over repeated abuses, illegal employment practices, and risks to public order – issues that have surfaced through recent multi-agency enforcement operations.

 

On the discontinuation of the scheme set as part of broader policy considerations, SNBA was consulted to provide input on the transition timeline, helping to ensure that operators have adequate lead time and could adjust to the change as smoothly as possible. MOM has agreed to sunset the scheme on 1 June 2026, allowing firms to continue submitting new WP(PA) applications until then. Given the six-month pass duration, firms can retain WP(PA) workers until their passes expire, with the last group staying on until end-November 2026. This provides firms with about one year’s lead time from announcement to adjust and transition.

 

SNBA’s role in this process has therefore centred on consultations relating specifically to the transition period. We appreciate that MOM took industry feedback into consideration in determining this extended notice period to minimise operational disruption.


We recognise that this change will significantly affect businesses that have been operating lawfully under the current framework and have expressed to MOM our concerns regarding the cessation of the scheme and its implications for affected businesses.


During this transition, SNBA will continue to stand alongside our members and the wider nightlife community. Operators who wish to seek further consideration of their circumstances may submit an appeal via the prescribed form by 19 December 2025 (Friday). Looking ahead, SNBA remains committed to working closely with MOM, SPF, and partner agencies to ensure a smooth transition. We will continue encouraging businesses to explore compliant alternatives for entertainment programming and manpower, including existing lawful work pass pathways and Work Pass Exempt (WPE) options where appropriate.
